Supervisors Go CodeRED as new emergency system

In what has taken the Choctaw County Board of Supervisors some time to decide on which alert system they wanted to provide to the public, Monday, December 14, 2015 it became official. The Choctaw County Board of Supervisors voted unanimously to enter into a contract with CodeRED to provide area-specific warnings and alerts.

The lone alternative they had been considering was the Bfac system. The board heard from representatives from that company at its October 19, 2015 board meeting.

Proponents for the CodeRED system cited the fact that the other six counties in the Golden Triangle Regional Planning and Development District have gone with CodeRED. Oktibbeha County is planning their first test call any day now and Winston County implemented it in April of this year.

Winston County Emergency Management Director Buddy King is already seeing progress with the new software in its short inception time. “We have already had 170 people sign up for the service, “ King said.

43 other counties in the state of Mississippi are already using CodeRED.

“I am sure Bfac is a very good provider of this service and they appear to be a good sound company. There is just no record of them providing this application to a county audience,” said district 5 supervisor Eric Chambers. “Where the safety of our citizens are concerned, I felt we needed to go with a proven system.”

District 3 Supervisor and Choctaw County Supervisor Board President Chris McIntire said, “I am glad the process is over so we can start implementing the service. I want to encourage the citizens of Choctaw County to sign up for the service.”

The December term convened at the Choctaw County Courthouse boardroom at 9 a.m. Monday, December 7, 2015 with the following officers and members of the Board present: Archie Collins, member of the Board from District 1; Larry McClain, member of the Board from District 2; Chris McIntire, member of the Board from District 3 and President of the Board, David Carter, member of the Board from District 4; Eric Chambers, member of the Board from District 5; Cloyd Halford, Sheriff; Lori Kerr, Tax Assessor and Collector; Steve Montgomery, Chancery Clerk and Clerk of the Board of Supervisors and Kasey Young, Attorney for the Board of Supervisors.

The Choctaw County Board of Supervisors voted unanimously in support of the following motions.

A motion was made by David Carter to approve the agenda as presented. Larry McClain seconded the motion.

A motion was made by Archie Collins to approve the board minutes for the month of November 2015 as presented. Eric Chambers seconded the motion.

A motion was made by Eric Chambers to authorize advertisement for an open position in District 3. David Carter seconded the motion.

A motion was made by Larry McClain to approve the jail Inspection for the month of November 2015 as all supervisors have toured facilities during said month. Archie Collins seconded the motion.

A motion was made by Eric Chambers to approve an order releasing contractor on project SAP 10(15) S and consider the project closed. Archie Collins seconded the motion.

A motion was made by Larry McClain to grant inventory deletion of items 169-006 and 100-096 at the request of the inventory control clerk due to the items being inoperable. David Carter seconded the motion.

A motion was made by Archie Collins to approve the resolution dealing with the scenic byways grant and authorize the President to sign on the Board’s behalf. David Carter seconded the motion.

A motion was made by David Carter to approve the claims docket date December 7, 2015 and order the Clerk to settle by means of pay warrants. Archie Collins seconded the motion.

A motion was made by Larry McClain to increase the amount of the Sheriff’s petty cash fund by the amount of $2,000.00 and order the Clerk to issue a pay warrant to complete same. Eric Chambers seconded the motion.

A motion was made by Archie Collins to approve travel and expenses for the Tax Assessor for training February 1-5, 2016 with class of $550.00 and order the Clerk to settle by means of a pay warrant. David Carter seconded the motion.

A motion was made by David Carter to approve the reduction of assessments of Bobby and Betty Barrentine, Mary C. Lilley, Thomas Kyle Newlin, Louis Newman, Thomas E. Shaw Estate (2), and Nina H. Threet at the request of the Tax Assessor. Larry McClain seconded the motion.

A motion was made by Larry McClain to recess the December term until December 14, 2015.

In their December 14, 2015 meeting the following motions were unanimously approved.

A motion was made by Archie Collins to approve the agenda. Larry McClain seconded the motion.

A motion was made by David Carter to approve the claims docket dated December 14, 2015 and order the clerk to settle by means of pay warrants. Larry McClain seconded the motion.

A motion was made by Larry McClain to approve a request for cash in the amount of $44,964.04, authorize the president to sign on the board’s behalf, and divided as Hemphill Construction’s claim for $31,776.17 and Southeastern Tank’s claim for $13,187.87 with the clerk being ordered to settle upon receipt of funds from the state.

A motion was made by Chris McIntire to allow county equipment on the private property of Mike Bramlett and Simpson School House on the Stewart-Weir Road to remove a tree cut from county right-of-way, which will fall on the private property. Archie Collins seconded the motion.

A motion was made by Archie Collins to recognize and except the resignation of Chris Coleman as County Fire Coordinator effective this date. David Carter seconded the motion.

A motion was made by Larry McClain to approve the request for travel and expenses of the County Corner and order the clerk to settle registration in the amount of $350.00 by pay warrant. Archie Collins seconded the motion.

A motion was made by Eric Chambers to approve the renewal of Blue Cross / Blue Shield of Mississippi for the county health insurance plan at $630.25. David Carter seconded the motion.

A motion was made by Archie Collins to approve the solid waste deletions, adjustments, and assessments as presented. David Carter seconded the motion.

A motion was made by Archie Collins to recess the December term until December 29, 2015 at 9:00 AM. Larry McClain seconded the motion.

The Board of Supervisors wanted to remind everyone that the census is not just done every ten years. During each ten years the census is done, census workers must come back from time to time and verify information. Please be aware census workers are in the area and please cooperate with them as best you can. They are identified by official federal government identification.

Also, the county has a landfill out in the Bywy community. The landfill is located on Prewitt Road off Highway 9. It is open Tuesday through Saturday from 8 a.m. until 5 p.m. It is closed between 12 noon and 1 p.m.
