The Choctaw County tax levy was set with no tax increase for the 2013-2014 fiscal year.
In the August 30 meeting, the Choctaw County Board of Supervisors approved a millage rate of 79.09 that is the same as last year. The amount of mils in some categories changed from the year before but did not change the total millage rate.
According to the budget that was approved by the supervisors, 1 mil equals to $115,357. Last year’s mil rate was $56,587.
The mil rate doubled in one year due to the coal-fired power plant’s 10 year fee in lieu agreement ending.
“The mil rate increased from the coal-fired power plant coming off their 10 year fee in lieu payment. As of January 2013 they will come on the ad valorem tax roll,” said Chris McIntire, board president.
“The true value of that plant was in excess of $40,000 which is the reason for the increase of the mil value,” he continued.
The millage rate of 79.09 mils includes taxes for Choctaw County, the Choctaw County School District and Holmes Community College.
The county’s levied taxes are 38.97 mils that will bring in approximately $4,495,462.
The Choctaw County School District’s levied taxes include monies for the district, 36.20 mils, and the school bond note, 1.30 mils. This will bring in approximately $4,325,887.
The supervisors included .62 mil for the shortfall to the school district from the 2012-2013 fiscal year to the total millage. The .62 mil will bring in $71,521 to fund the shortfall.
Holmes Community College receives tax funds from 2 mils of $230,714.
The approved tax levy includes:
General Fund purposes: 27.25 mils, which equals to $3,143,478.
This fund includes office administration, judicial and law enforcement, operations and maintenance of buildings and grounds, support and upkeep of Choctaw County Library, maintenance, support and operation of Choctaw County Hospital, budgets of Tax Assessor/Collector, Sheriff’s Office and the remodeling, building or repairing the Courthouse, Jail and other buildings and more.
Volunteer Fire: 0.99 mils.
This fund will receive $114,203 from the tax levy. This fund is for expenses to help provide fire protection to the county.
Road Maintenance: 9.73 mils
This is each supervisor’s road and bridge fund. It will receive $1,122,423 from the tax levy that will be divided into the five road funds.
School Shortfall: .62 mil
This $71,521 will fund the short fall from the county to the school district from the 2012-2013 fiscal year.
Choctaw County School District: 36.20 mils
This fund will receive $4,175,923 to the Choctaw County School District to use where needed as the School Board approves.
Choctaw County School District bond note: 1.30 mils
The CCSD will receive $149,964 for short-term debt service.
Reappraisal: 1 mil
This $115,357 will pay the property appraiser for looking for improvements and to update and maintain county maps.
Maintenance and support of Holmes Junior College: 1 mil that is $115,357.
Expansion of Holmes Junior College: 1 mil that is $115,357.
